Once an individual is determined eligible, they may receive services from Out-of-School programs. Individuals may receive any of the 14 program elements under the WIOA. These programs include:

Behind the wheel
Youth eligible for behind-the-wheel drivers training must have a valid Virginia learner’s permit and may be required to undergo a behind-the-wheel assessment by a certified driver rehabilitation specialist prior to approval for training. Behind the Wheel, driving fees may vary per jurisdiction. For participants between 18-24 years of age.
Career Testing
Discover the Career You Were Made For! The YWC conducts a personality career assessment test to confirm you have selected the best career path for “you” . The “career test” helps you uncover your personality and the results of the test shows you specifically a list of jobs that fit your personality best, your work strengths, weaknesses, work style, best work environment and much more.
GED Assistance
The YWC recommends and encourages all eligible participants who have not obtained a high school diploma to pursue their GED. The YWC will assist with any associated costs and may even be able provide tutoring for subjects that you are experiencing difficulty. Adult GED classes are offered from September through May and most sites have day or evening classes. Industry Testing
Industry certifications earned through NHREC YWC are an important component of the program in preparing participants to be competitive in the work force. Industry certification is offered to each participant but is considered a voluntary process through which students are assessed by an independent, third-party certifying entity using predetermined standards for knowledge, skills, and competencies, resulting in the award of a credential that is nationally recognized and must be at least one of the following:
- Within an industry that addresses a critical local or statewide economic need;
- Linked to an occupation that is included in the workforce system’s targeted occupation list;
- Linked to an occupation that is identified as emerging.
Substance Abuse Counseling
Students will be offered assistance through referral to community agencies to assist them in securing help for their usage. Students failing the 1st test will be offered drug counseling. Students failing more than one screening are not provided employment interviews with cluster employers and do not receive the incentive payment.
Transportation
Transportation is provided for training based and work activities. The eligible participants will be transported from established pick up points to the training site and returned to pick up points at the end of the day.
Leadership Development
Leadership Development experiences for out-of-school youth as stipulated in the proposal. An arrangement for community leaders to visit and interact with the participants is scheduled throughout the training. A mentor program will be established to assist in providing participants an opportunity to interact and receive guidance from successful individuals and leaders within the community. The relationships developed, opportunities presented and wisdom shared will be instrumental in motivating and empowering participants towards self-sufficiency.
